GENERAL DUTY STATEMENT: Performs intermediate or advanced level professional human resources work as a generalist or specialist in such areas as employment, classification and compensation, recruitment, labor relations, affirmative action, training and development, organizational development, employee benefits, workers compensation, risk management, test development and validation, or human resources administration. Performs other related duties and responsibilities as required.

Information about the Current Job Opening:
The list created from this application process will be used to fill anticipated Human Resources-related vacancies. The Human Resources Consultant II or III may:
* Work as a generalist within a City of Saint Paul department such as Public Works or Parks and Recreation, coordinating HR duties such as accommodation requests, workers compensation, grievances, and the hiring process. OR
* Work within Central HR coordinating recruitment and selection processes, conducting classification and compensation work including job evaluation using a point-factor system, and coordinating City-Wide training and development.
The Human Resources Consultant classifications are represented by Classified Confidential Employee Association (CCEA).
Annual salary ranges:
Human Resources Consultant II: $47,688 - $67,210
Human Resources Consultant III: $53,997 - $75,435
HR Consultant II Requirements:
A Bachelor's Degree in Human Resources, Industrial Relations, Public Administration, Business Administration, Industrial Psychology, or a related field and two years of experience as a Human Resources I or equivalent.
A Master's Degree in Human Resources, Industrial Relations, Public Administration, Business Administration, Industrial Psychology, or a related field may be substituted for two (2) years of experience as a Human Resources Consultant I or equivalent.
No substitution for a bachelor's degree.
HR Consultant III Requirements:
A Bachelor's Degree in Human Resources, Industrial Relations, Public Administration, Business Administration, Industrial Psychology, or a related field and four years of professional level human resources experience, at least two years of which must have been at the Human Resources Consultant II level or equivalent.
A Master's Degree in Human Resources, Industrial Relations, Public Administration, Business Administration, Industrial Psychology, or a related field may be substituted for two years of experience.
No substitution for a bachelor's degree and no substitution for two years of experience at the Human Resources Consultant II level of equivalent.
A Master's Degree and/or PHR/SPHR Certification preferred.

Qualifications Rating Examination:
The Qualifications Rating Examination is the Supplemental Questionnaire within the application. This is an assessment of your completed application and answers to Supplemental Questionnaire
Step 1: Be sure to provide complete and detailed information regarding your education, experiences and training in the listed areas. This information is subject to verification from current/former employers. You must submit your completed application and supplemental questionnaire by the application deadline.
Step 2: Subject Matter experts will evaluate your answers to the questions. You must receive a score of 75% or higher to pass the exam and be considered for the position. Those who pass will be placed on the eligible list and all will be notified of their status. Hiring managers can hire from the eligible list during a 1 year period. You will be notified if invited to interview for a job opening.
Open Examination: This posting is open to anyone who meets the position requirements.
Final Selection Process: A Hiring Manager will consider applicants place on the list of eligible candidates. You will be notified if you are invited to participate in the final selection process which may include an interview, job simulation, work sample submission, or other evaluation method.
